The Canal and River Trust (CRT) said 24 dead swans had been reported at West India and Millwall Docks near Canary Wharf on Saturday and Sunday, after initial reports during the week.
The charity, which is responsible for historic waterways in England and Wales, has reported the deaths to the Department for Environment, Food and Rural Affairs (Defra).
The cause of the deaths has not been confirmed, but is likely to be an outbreak of bird flu.
