Library Salaries Focus of Debate at Libson-Sussex Budget Discussion

Excerpt:   Debate over salary increases for Pauline Haass Library employees dominated discussions last week between the Lisbon Town Board and Sussex Village Board regarding the proposed $1.3 million 2012 library budget.

Village President Greg Goetz disagreed with Town Chairman Matt Gehrke's argument that a 3 percent pay increase was too high considering hard economic times that taxpayers in the communities are facing.

However, both Gehrke and Goetz have indicated they anticipate their respective governing boards will approve their community's contributions to the library budget.

As part of a joint municipal operating agreement, the communities share the cost of retiring building bonds and most of the operating costs based on the community's respective tax bases.

The town's share of the library cost will be included in the Town Board's proposed 2012 tax levy that must be approved by town residents at the annual town budget meeting.

The library budget calls for Sussex to contribute $561,813 to debt retirement and operations and Lisbon to contribute $530,752.

Lisbon's share of the debt retirement is $2,167 higher than 2011 and Sussex's will pay $1,803 more for debt service in 2012 than 2011

Community Library's Twin Lakes/Randall Renovation Underway


Community Library prepares for new chapter in Twin Lakes. (mykenoshacounty.com, 9/28/2011)

Excerpt:      It’s on the first week of the Twin Lakes/Randall Community Library renovation project and as of Monday library employees had almost everything packed up.

There are five storage pods in front of the library, at 110 South Lake Avenue in Twin Lakes, filled to the gills with boxes of books and reference materials. The library shares a parking lot with the Subway restaurant.

The library was cramped into 3,800 sq. ft. The renovation will expand that useable space to 6,300 sq. ft. Some walls will be knocked out, opening up the space. There will be more room for public access computers, programs, shelves for materials, and general seating areas. New carpet, paint and other items will give the heavily used library a new look
.

Delavan City Administrator Requests All Departments Reduce Operating Budgets by 8%


Excerpt: City of Delavan Administrator Denise Pieroni expected to submit a draft of the 2012 budget to the city's Finance Committee in mid-September. Each city department was asked to reduce its operating budget by 8 percent, Pieroni said.

She said reductions are necessary in part because of lower revenues including hotel and motel tax that did not meet its budgeted revenue because of the temporary closing of Lake Lawn Resort and certificates of deposit that earned lower-than-expected interest.

The goal of reducing budgets by 8 percent is to attempt to maintain the city's property tax levy at its current level without using surplus funds like the city did last year, Pieroni said.

Some of the cost reductions will be picked up by employees' contributions to their pension plan, Pieroni said
.

Ripon City Administrator on 2012 Municipal Budget: City in "Dire Situation"

Excerpt:   No decisions have been made, but come Thursday, Oct. 6 — when aldermen hold their first budget hearing — city leaders will take their first steps toward reducing services significantly for the first time in a long time.

Though Rich did not offer any preface to the budget proposal at Monday’s Common Council meeting, she explained in writing the dire situation the city finds itself in going into 2012 as part of the proposal.

“... The negatives outweigh the positives for 2012 (by over $131,000),” Rich wrote. “To complicate things further, the proposed Additional Items list adds an additional $129,000 needed for 2012, for a total of over $260,000 that was needed to balance the 2012 budget. This meant some serious evaluation of programs and services.”

Governor Walker: "Wisconsin is broke"

Excerpt: Gov. Scott Walker's message has been clear from the day he took office.

"Wisconsin is broke, and it's time to start paying our bills today so our kids are not stuck with even bigger bills tomorrow," Walker said earlier this year.

But one state agency may not have gotten the message.

The newly created Wisconsin Economic Development Corp. has dropped a little more than $43,000 to buy 73 iPads for everyone on the staff, including secretaries and other support employees.

ExcerptAbout four in 10 US internet users play social games, according to May 2011 research from Kabam, a publisher of massively multiplayer social games. And for at least some of those gamers, spending on gaming content is on the upswing.

The Kabam survey, conducted by Information Solutions Group, found that there was a demographic and behavioral split in the social gaming population, depending on whether gamers limited themselves to casual games, like Bejeweled Blitz and FarmVille, or also played strategy, role-playing or similar hardcore social games.

Hardcore social gamers were more likely to be male and under age 40, while casual social gamers tended to be women, with more than 40 percent of this group over age 50

ExcerptThe Tiburon Town Council voted unanimously Wednesday to certify an environmental report and approve zoning changes for a major public library expansion. But it stopped short of deciding on the size or design of the proposed 17,000-square-foot project.

The privately funded, $10 million project would create a library nearly two and-half times larger than the existing 10,500-square-foot building, which opened in 1997. Library officials have sought an expansion for several years amid greater-than-expected use of the building.

"We're no longer just a place for books," library director Deborah Mazzolini said Wednesday at the council meeting, describing overflow crowds, particularly in the children and teen areas.

More than 100 members of the public attended the council meeting in the Del Mar Middle School gym; about 25 people spoke, almost all in favor of the project

Excerpt:    A Two Rivers company that makes laboratory equipment is closing one of its two plants in the city and transferring at least some of the work to Mexico, resulting in the loss of up to 140 jobs, the Wisconsin Department of Workforce Development said Thursday.

Thermo Fisher Scientific, in Two Rivers more than 130 years, is closing its factory that makes exhaust fume hoods. Job losses are scheduled to begin Dec. 5 and will be completed in about two months, according to a layoff notice.

Most of the affected employees are represented by Carpenters and Joiners of America Local 1533. Other employees are represented by the International Association of Machinists and Aerospace Workers District 10, in Milwaukee.

Retiring Guy Not Affected by This Legislative Proposal


Pension 'double-dipping' could come to an end. (Racine Journal-Times, 10/6/2011)

Excerpt: State Rep. Duey Stroebel, R-Saukville, has proposed a law that would end the practice of retired government employees receiving a pension through the Wisconsin Retirement System while working a full-time job with a government employer that participates in the same pension system. His proposal doesn't affect employees such as Wahlen who are already retired or future retirees who want to get private sector or part-time government jobs. But it would affect future retirees wanting to go back to work for more than 1,044 hours per year, which is 26.1 weeks.

Not sure what all the fuss is about, though. A pension is an earned benefit.

Telcos Continue to Get in the Way of Longmont's Future

Excerpt: Residents in Longmont, Colorado are preparing for a municipal referendum to utilize an existing fiber optic network.

The referendum is set for Tuesday, November 1, 2011.

At issue is how the city can use a ring of fiber-optic cables it built around the city in the late 90's as part of its electrical infrastructure. Much of the capacity on the ring remains unused but the city requires approval of the voters in a referendum before it can offer services to local businesses -- which will encourage economic development by creating more telecommunications choices in the community for businesses and residents.

Hypocrite alert: Despite repudiating the 2009 federal stimulus act as a "failure," congressional candidate Reid Ribble lobbied for — and won — a school roofing contract partially funded by stimulus dollars, though he did not personally profit from the project.




Disingenuousness alert: "I wasn't there to defend the industry; I was there defending consumers," Ribble said.



The real story?

You can't run away from these facts. Congressional financial disclosure documents show that in 2010 Ripple received more than $50,000 in interest payments as a result of the sale of a roofing company he previously owned. In addition, last year Ripple received $17,000 in salary from the roofing group. Ripple also served as the previous President of the National Roofing Contractor Association from 2005-2006. The National Roofing Contractor Association contributed $10,000 in to Ripple’s campaign for Congress.
