Jane Stadler on Paying Taxes: "...it is something that you do because you are part of the community"

Excerpt: She suggested news coverage about the negotiation included "speculation" that "gets some people upset" and makes the private negotiations more difficult.
Stadler was a member of the Town Board when the two communities created the library in 1987 and agreed in 1995 to share in its construction cost. The former town supervisor is a longtime member of the Plan Commission and often has been asked to serve on citizen committees dealing with complex and difficult town issues.
Her comments came in an interview with Lake Country Publications last week before the annual town budget meeting.
"I can see where use could be part of the formula, but not all of the formula," she said.
She said that for the good of both communities, town residents should be willing to contribute to the library even if Sussex residents use the facility the most.
"I pay town and county taxes for roads and snowplowing, but I live on a county road so I don't get any of the benefits of the town road taxes I pay. But it is something that you do because you are part of the community," she said.
She acknowledged "past and present issues between the communities have made it difficult for the town."

Book Budget Takes a Hit @ the Ripon Public Library

Excerpt: The stacks at the Ripon Public Library might shrink over the next several years, but it won’t be noticeable right away.
The library’s board of trustees decided to trim its materials (book) budget by approximately $6,600 at last week Tuesday’s meeting.
It was the most significant of a number of budget adjustments made to reduce its spending by 5 percent, which the city had asked it to cut.
“I laid out a couple of different options,” said Desiree Bongers, library director at the Ripon Public Library. “There were a couple of smaller areas, some periodicals that could have been cut.
“The other major portion was looking at Sunday hours and the board really didn’t want to adjust any staffing or services at this point ... so adjusting the book budget was the easiest.”

Portage Public Library Moves Forward with Building Expansion Fundraising Campaign

Excerpt: With a critical decision by the Common Council still pending, Portage Public Library officials are moving forward with plans for a fundraising campaign to support their proposed $1.5 million library expansion project.
The group hopes to raise at least $800,000 from the public through its campaign, while the city's decision to support the project would accommodate the rest.
Library officials asked the city to pony up $400,000. The Bidwell Foundation would match half of that amount, or $200,000. The foundation also would match another $100,000 raised by the community. Both grants are contingent on the project being under construction by Dec. 31, 2012.
Without the city's involvement, the grant likely would disappear.

Excerpt: One of the ideas broached, however, is for the village to sell a series of connected downtown buildings that it owns - including the present location of the library - to a developer, who would be the landlord for an expanded, relocated library. That proposal also entailed having the library pay monthly rent to the building's owner; the library now occupies, rent free, a building owned by the village.
Guild, asked whether any developers had expressed interest in acquiring the downtown property, said he was "not prepared to comment."
"The process," he said, "will take as long as it's meant to take."
Since the library has been proposed as the "anchor" tenant for downtown redevelopment, Garske said the village president - Jerry Burke, who was at Monday's meeting - should find a way to improve communication with Library Director Kris Daughterty and the members of the library board.
"I personally find fault with the village board for failure to timely and accurately communicate with the library board, its director and the taxpayers regarding all public information concerning or pertaining to this project since its inception," Garske said.
The library board has appointed a committee from among its members to communicate with village officials on the redevelopment issue.

Pettiness Alert: Scott Township PA Officials Distraught Over "the Presence of Feathers" in Commissioners' Meeting Room

Excerpt: The popular children's programs at the Scott Township Public Library will continue as usual for now.
Library directors and township officials agreed on Tuesday to meet again to discuss the library's continued long-term use of the commissioners' meeting room at the Scott Municipal Building on Lindsay Road.
However, officials were adamant that there are to be no crafts, animals or food in the room, which sits next to the library. Instead, they want the library to use a 20- by 14-foot section of the tax office storeroom or the community room at Scott Park for the kids' activities.
That didn't sit well with officials from the library, which operates more than 50 programs for children. They contend the former tax office space would be insufficient and that the area at the park is too far removed from the library.
Specifically, complaints were made about the cleanliness of the carpet, a stain on a cloth-covered chair, and the presence of feathers, officials indicated.

Dane County District Attorney Ismael Ozanne said Wednesday that his office had not yet received anything from the Madison Police Department about the incident, but he reiterated that damaging a petition is a class I felony, punishable by a $10,000 fine, up to three-and-a-half years in prison or both.
As for the rest of the information floating around online, Ozanne stressed that "just because someone is putting something on the Internet doesn't mean it's true."
