Nearly a year after receiving city approval for a five-story apartment building on University Avenue, a developer wants to double the size of the project. The original proposal from Apex Real Estate Holdings and Walter Wayne Development would have replaced a pair of commercial buildings between 3535 and 3553 University Ave., a short distance from Hilldale on Madison’s Near West Side, with 71 apartments, 76 covered parking stalls and about 1,400 square feet of commercial space.

The three-story development proposed for 6610–6706 Old Sauk Road, on the remaining four acres of the Pierstorff farm, drew opposition from some neighbors who said it would look out of place in the neighborhood, worsen traffic and congestion and increase the risk of flooding. 
After more than a dozen people spoke against the project at a City Council meeting last June, the council signed off on it in a 15-4 vote. Four neighbors filed a lawsuit in July challenging the rezoning of the former farm, arguing that the development would make their properties more likely to flood and that the rezoning conflicted with Madison’s comprehensive plan.

A Madison developer plans to forge ahead with construction on Old Sauk Road, despite neighbor objections and a pair of lawsuits. This comes after the City Council recently affirmed rezoning the land for the project in response to a lawsuit challenging the change.

Robert Hoggard, 33, was arrested last Thursday by investigators with the office of Chief State’s Attorney Patrick Griffin. He is facing 14 counts of second-degree forgery and six counts of perjury, court records show. 
The charges stem from his ill-fated 2024 challenge to Rep. Brandon Chafee, a Democrat who has represented the Middletown-based 33rd District since 2021. 
The signatures were flagged as suspicious by Democratic Registrar of Voters Patricia Alston, the same month they were submitted by Hoggard, who at the time worked as an associate pastor at New Jerusalem Christian Center.

Hoggard finished a distant 2nd with 8.1% of the vote in the Connecticut general election.
