The bigger scandal her is that Trump's desecration of the Reflecting Pool is being paid for with funds from Recreation Enhancement Fee Program, i.e., national park visitor entrance fees and sales of senior passes.

The cost to address a backlog of deferred maintenance and repair  for the National Park Service (NPS) is currently estimated at $24 billion.
