Sheboygan Officials No Longer Have the "Headache" of Maintenance of Effort

Excerpt:  The tax levy supporting Mead Public Library would be $2,377,053, or 11 percent of the city's tax levy. That would be a $99,435 cut from 2011.

Winkle called that budget "fair," but said it would be 7.8 percent below the three-year average "maintenance of effort" requirement, if it still existed.

"So you are taking advantage of the elimination of the maintenance of effort," she told committee members.

The maintenance of effort, which was eliminated in Walker's budget earlier this year, set minimum funding standards in order for libraries to remain part of a regional library system.

The requirement has been a headache for officials around the state, including in Sheboygan, who feel their hands have been tied in making cuts to library funding.  [Emphasis added.]

Winkle said she can live within the proposed budget by moving library workers to a merit pay system and doing away with step increases, as is being done in other city departments and having workers take five unpaid furlough days, which amount to a 2 percent cut in pay;.

She also said the library will maintain its budget for new materials, totaling about $405,000.
