Stone House Development and Threshold Development, both of Madison, secured initial city approval in 2024 to redevelop the more than 60-acre farm along Milwaukee Street with roughly 1,000 units of housing and other neighborhood amenities.
Plans for the subdivision call for multiple new roads to be added and existing roads extended north of Milwaukee Street, while much of the land toward the back of the site will be set aside for stormwater management and public parkland.
The subdivision is called Tapestry, said Stone House president Helen Bradbury.
“It's going to be beautiful,” Bradbury said. “It's going to be a very walkable, bikeable, kid-friendly, dog-friendly subdivision. That's our dream.”
The first building going up along Milwaukee Street, just east of Starkweather Creek, will be four stories tall and contain about 156 apartments and 6,200 square feet of commercial space, according to plans Threshold submitted to the city last year. Threshold has begun the application process for a second building located behind the first, said Matt Mikolajewski, Madison’s economic development director.

The future of 65 acres of Voit Farm on Madison’s east side could include a pedestrian/bike path connecting nearby green spaces, streets that lay flush with the curb, a dog park, a community garden and some 1,500 to 1,700 units of housing.
At a neighborhood meeting on Thursday night, presenters representing Starkweather Creek, LLC — the team of Threshold Development and Stone House Development — bookended their Power Point with an emphasis on “re-wilded” natural space.
They also delineated a proposed street grid, which would extend Leon, Harding and Walter streets north and create a new street (Starkweather Street, east to west) between four- to six-story residential buildings, the highest on the plot.

A team of prominent developers is proposing to build up to 1,100 rental and owner-occupied housing units, commercial space and restored open spaces on a large former family farm on the city’s East Side.
Stone House Development and Threshold Development, both of Madison, have submitted land use and subdivision plat applications to move forward with the redevelopment of the roughly 67-acre farm with a pond held by the Voit family for some 165 years along Milwaukee Street just east of Starkweather Creek.
The development partners are proposing 13 new parcels on the property be zoned for residential development of up to 1,100 housing units, with the potential of 20% of them being lower cost.

Voit Farm has been one of the most recognizable East Side landmarks for over 160 years. As the rest of the neighborhood, the city, and the world in general continued the inexorable march of progress, Voit Farm stood pat. Last year the farm was finally torn down and a new development will take its place. The new Voit Farm will house 1,100 new units consisting of a mix of low income and market rate apartments as well as townhomes. With a projected influx of several thousand people, one thing is for sure: the area is in for some major changes. This article is an educated guess as to what those changes will be.
