Not sure how "fast track" can be used to describe a 6+ year new library planning process

But a Post-Crecent headline writer is happy to put another log on the fire.

Property negotiations, part of the big picture.  "Wednesday's vote allows us to move forward with the big next steps of property negotiations. The only way this goes forward is if we come to agreeable terms," Rortvedt said. "That appraisal and negotiation work will give us budget figures for the upcoming request." 

The acquisition likely will take place in 2015, meaning it will be debated in the council's budget talks in October and November.
