Taking a cue from his mentor
The complaints made by county employees and commissioners include Gibbs allegedly claiming without any substantiation that a county official was cheating on their spouse, sweeping his office monthly for surveillance devices, sabotaging the work of the board, threatening to kill the county attorney and criticizing commissioners’ faith.

Gibbs was hired in a surprise move Jan. 3, 2023, by the then newly seated, ultraconservative faction on the county board called Ottawa Impact. His predecessor, John Shay, was immediately fired, and Gibbs was selected for the role without any public input.
