Father and son Brad and Mark Binkowski haven’t finalized their plans for the 2.5-acre South Webster Street property, but they’re envisioning around 300 to 400 apartments, likely some commercial space and a large open area between the buildings, Mark Binkowski said.
General Executive Facility 2 and 3 — better known as GEF 2 and 3 — formerly housed state agencies including the Department of Natural Resources, Department of Public Instruction and Office of the Commissioner of Insurance, which have been relocated to other state buildings over the last few years. According to Merriam-Webster, 'overhaul' is defined as to renovate, remake, revise, or renew thoroughly. That doesn't seem to be what Brad and Mark Binkowski have in mind.
Constructed in 1978 and occupied in April, 1980, General Executive Facility (GEF) 3, contains 167,735 GSF of office space on six (6) levels above ground. There are also two (2) basement levels of parking containing 86,117 GSF.
