Culver's will propose a double drive-thru, and the city has started a traffic impact analysis for the site plan, said Abby Attoun, Middleton's director of planning and community development.
The company will then need a conditional use permit for the drive-thru because the current zoning district doesn't allow it, Attoun said.
Culver's also will have to go through site plan review, and those steps will take about two months, she said, adding that construction could start as soon as they're able to get a building permit.
At a meeting of the Middleton public works committee Monday, Culver said he opened the Middleton restaurant in 1992 and its parking lot isn't big enough. "We hope to do more business because it's a better location than what we've got. You guys know how tight that lot is."
