Under its latest policy proposal, university teachers are entitled to academic freedom but "shall not introduce into the teaching controversial matters that have no relation to the subject." Teachers may teach controversial subjects when they are relevant to the course material, but they should be presented in a way that "fosters critical thinking and avoids indoctrination of one perspective."

And who gets to decide what is 'controversial'?
