His “plan” is parroting GOP boilerplate.

Tiffany said he wants to cut red tape for childcare providers. 

"Wisconsin’s childcare regulations are overly burdensome, making it harder for small and home-based providers to stay open and driving up costs for families. I will reduce unnecessary regulatory barriers and build on successful models around the state for families to have access to affordable, quality childcare, including incentivizing businesses in the state to offer childcare services for their employees," he said.

More kids, less supervision, in other words.  A recipe for harm and neglect.
