GOP gerrymandering spotlight on Wisconsin Assembly District 99

 
The last in a series.

The GOP gerrymanderers carved the 99th Assembly District out of the northwest corner of Waukesha County. 
 

This straightforward design, which includes the requisite number of residents, makes a lot more sense.


Cindy Duchow (R-Pewaukee) has represented the district since winning a September 2015 special election.

The 98th Assembly is located in Waukesha County.  Surprisingly, the GOP gerrymanders have the right idea in the design of this district, which should have been continued south to the Town of Vernon, creating two districts with a total population of 112,000. Then it would be a matter of using an Exact-O knife to include another 6,000 or so residents.  (59,000 is the average size.)

Adam Neylon (R-Pewaukee) was first elected to the district in an April 2013 special election.

To review.  The 2020 population of Waukesha County is 406,172, almost enough residents to fill 7 Assembly districts.

Moreover, the county consists of 16 squares, its original townships.


So why the need to use a whole set of these to design the district and willy-nilly spread out the population like butter, emasculating the Waukesha area community of interest (orange box above) in the process.


The creepy Scott Allen (R-Waukesha; have you ever met him?) has represented the 97th Assembly District since January 2015.

By the time the GOP gerrymanderers got around to the 97th, the Kool-Aid acid must have kicked in.

The 96th Assembly District includes all of Crawford County (green box; 2020 population 16,021, all of Vernon County (orange box; 2020 population 30,861), and a portion of Monroe County (red box) that does not include its two largest cities:  Sparta and Tomah.

A better alternative would have been to include about 11,000 residents of Richland County (2020 population 17,258) to create a more compact district.


Loren Oldenburg (R-Viroqua) has represented the district since January 2019.

The 2020 population of the City of La Crosse 52,680, about 6,000 residents less than what is needed to fill an Assembly District.  That didn't stop the GOP gerrymanders from doin' the wiggle-waggle while designing the 95th.

Jill Billings (D-La Crosse) was first elected to the Assembly in a November 2011 special election.

Excluding the City of La Crosse, the 94th Assembly District is located entirely within La Crosse County (population 120,784 in 2020).  The only missing piece is the Town of Burns (population 955).  

Steve Doyle (D-Onalaska) was elected to the Assembly in a May 2011 special election.

GOP gerrymanderers chomp away at the Eau Claire area community interest (green highlight).

The 93rd Assembly District stretches 90 miles from west to east across 4 counties:  all but the Town of Clifton in Pierce (red box) a portion of teeny-tiny Pepin (orange), southern Dunn (purple box), and Eau Claire (green box) .

Passive Warren Petryk (R-Eau Claire) has represented the district since January 2011.

The 92nd Assembly District whimsically includes all of Buffalo and Trempealeau counties as well as portions of Pepin (orange), Eau Claire (green box) and Jackson (red box).  

Sidebar:  Why would anyone gerrymander the geographically smallest county in the state?  Pepin County is all of 249 square miles.

The 91st Assembly District includes most of the City of Eau Claire.  Jodi Emerson (D-Eau Claire) has represented the district since January 2019.




The district boundaries correspond to the city's, for the most part.

The population of Green Bay is 107,114 (2020), enough to fill one full and most of a second compact Assembly district, all the while preserving a community of interest.  The population of Brown County is 264,660 (2020) enough to fill 4 compact districts and half of an adjoining one, perhaps shared with a portion of Oconto County.

Kristina Shelton (D-Green Bay) has represented the 90th district since January 2021.

Despite the compactness of the district -- it is an urban area, after all -- there are plenty of GOP gerrymandering curiosities in the Exact-O knife details.
