Franklin Delano Roosevelt was born on January 30, 1882, and died on April 12, 1945.
On May 7, 1945, Germany surrendered to the western Allies, 25 days after the death of FDR.
On September 2, 1945, Japan formally surrendered, marking the official end of World War II, 143 days after the death of FDR.
Clearly, the reason that President Roosevelt 'was unable to curb conflict with the Soviet Union following WWII's conclusion' is that he simply wasn't around to do so.
