The ballots are delivered via the Nina, Pinta, and Santa Maria. The move to an August primary beginning in 2012 was spurred by a 2011 law signed by Gov. Scott Walker. Moving the primaries was needed to conform to a federal law that requires states to send absentee ballots to military and overseas voters at least 45 days before a general election. Wisconsin's previous election schedule made it impossible to comply with that federal law, election officials said.
