"Fairly consistently"? Tuesday's primary, the second the state has held in August rather than September, also yielded attendance below the average of 15.8% recorded in the past 10 years. The 2012 race was heavily publicized because of a four-way Republican primary for U.S. Senate. Primary voter turnout has fairly consistently decreased since the late 1940s.
