Governor Bald Spot's "lame duck" legacy legislation unanimously overturned by Wisconsin Supreme Court

In the ruling, all seven justices sided with Democratic Attorney General Josh Kaul as they found the legislature overstepped its authority when it passed a series of laws in 2018 that required court settlements be approved by the Legislature's budget committee before the attorney general could enter into agreements. 
The laws were passed in during a special "lame duck" session after Kaul and Gov. Tony Evers, both Democrats, were elected but before they took office. The DOJ and the legislature have butted heads over how the DOJ should follow the laws since. 
"While the Legislature can by law empower DOJ to represent the state in litigation and prescribe the limits and ends of that power, it generally cannot give itself the power to control litigation the statutes empower DOJ to undertake," Justice Brian Hagedorn, one of the court's three conservatives, wrote in the opinion.
