Former Wisconsin Supreme Court Justice David Prosser, a conservative and the only former justice to confirm being on the three-person panel, said the group “is not a governmental body by any stretch of the imagination” and is no different from a legislator meeting with a private citizen. 

“It seems to me ... when members of the Supreme Court or members of the Legislature meet with some people or talk with some people about issues, that’s done all the time and that is not something that is going to require notices and people coming and listening to everything that happens,” Prosser said. “That’s just not realistic at all.”
