The ruling may also impact Ducey's efforts to discourage Arizona public school leaders from requiring students and staff to wear masks.
In August, he announced grants to boost per-pupil funding in public and charter schools, but only for schools that make masks optional and keep classrooms open for in-person learning. Ducey is also offering families who want to opt out of school mask mandates vouchers to cover private school tuition. Those programs are funded by federal COVID-19 relief funds.
The majority of Arizona residents live in areas that are at extremely high risk of Covid spread.

[Ducey] pledged to withhold millions of dollars in federal pandemic relief from schools that pass mask mandates in defiance of a state law that takes effect at the end of September. He offered $7,000 vouchers to families that opt to leave districts that require face coverings. Masking decisions, he said, belonged to parents, not school officials.\
“In Arizona we are pro-parent,” Mr. Ducey said at a recent news conference. “I want parents to do what they think is the right thing to do.”
