Meet the Micromanaging Majority of the New City (New York) Library Board

Excerpt:  The board is sharply divided on various issues, but at the core is the dispute over who can hire and fire employees.

The board minority believes the board’s function is to form policy and hire the executive director, who has the authority to appoint and remove employees. 

The majority believes the board, not the executive director, should be able to hire and fire employees.
