Wisconsin county statistics: Highest and lowest per capita county budget health and human services expenditures

The 211 call center, in a former factory in West Allis, operates around the clock, 365 days a year. It acts as the 911 of social emergencies. During business hours it serves nine counties in southeastern Wisconsin. But as other regional 211 hotlines shut down during evenings, weekends and holidays, the West Allis facility picks up crisis calls from even more distant parts of the state. 
What comes as a surprise to many, according to Impact Inc., which runs the call center, is that it's a non-governmental nonprofit agency that struggles with chronic financial uncertainty.
