The hearing was held by the Assembly Committee on Natural Resources and Sporting Heritage.
Assembly Bill 411 would all but prevent warden enforcement on the 82% of Wisconsin land that is in private ownership.
"Just a disaster waiting to happen," said Al Shook of Oconomowoc, one of 60 members of the public who testified or registered in opposition to the bill. Eleven were in support.
Mike Arrowood of Fond du Lac, representing the Winnebagoland Conservation Alliance, called AB 411 a "poacher's dream."
