This spring, dozens of educators have appeared before Wisconsin lawmakers with a unified message: Underfunding of special education programs is reaching a breaking point.
“This year we are forced to transfer a staggering $1.17 million from our general fund just to cover these mandated costs," Kyle Cronan, district administrator for the 654-student Chequamegon School District, said in a hearing on the state budget in April.
In recent years, lawmakers have agreed to increase total funding for special education for K-12 public schools in Wisconsin. But many educators say the problem still hasn't been solved: In most cases, districts are reimbursed for an estimated 32% of the costs this school year to run the legally required program and expected to make up the difference.
