Guess that recent bump in prison incarceration rates isn't big enough for them.

2017 Assembly Bill 642 fuels the need for more prison cells.
And the cluster of sponsors is just where you'd expect to find them, in the most white "Collar Counties"
Note: Only Rep. Skowronski (R-Franklin) lives in Milwaukee County. Reps. Hutton, Sanfelippo, and Kooyenga live in Waukesha County but have western portions of Milwaukee County in their district. Rep. Ott lives in Ozaukee County but represents a portion of northeast Milwaukee County. In other words, the outline of Milwaukee County should show more white space, but I ran out of room applying red dots.
