Book Lovers Outraged Over Sexy ‘Anne of Green Gables’ Cover.  (ABC News, 2/7/2013)

In answer to your questions, Dear Reader.

The bedroom eyes?  Perhaps the publisher is hoping to get more boys to read the series.

Google image search for Sexy Farmgirl?  Probably not.  Even with "safe search" on, you're not likely to find a plaid blouse, at least not one that is being worn and/or is intact.

Is the person familiar with the stories.  Doesn't matter.  It's all about the packaging.

Here's a lurid and suggestive example of 1950s paperback cover art just screaming to be repackaged as The Scarlet Letter.
