He led the fight that defeated the 2007 library tax referendum, for example, which would have paid for expansion and renovation of the city's libraries with a trifling increase of two-tenths of 1 percentage point in the city's occupation tax. His view that improvements could be made without the tax has not been supported by subsequent events.
