Here's a map of Bexar County. All of the libraries are located in the orange-colored areas, i.e., within the city limits of San Antonio.
From 1/11/2013 mysanantonio.news article: The prototype library will be located in the county's Precinct 1 service center at 3505 Pleasanton Road, sharing a county-owned building that houses tax, judicial and constable offices.
Not sure how a bookless branch in the south San Antonio neighborhood of Harlandale, which has an independent school district, is going to benefit unserved residents of Bexar County.
