Iowa City Public Library and the City Plaza Children's Garden

Excerpt:    The City Plaza Children’s Garden was planted in 2012 as part of the Iowa City Public Library’s Children’s Day events. This downtown garden is the result of collaboration between New Pioneer Co-op and the city of Iowa City. Scott Koepke, education and outreach coordinator for New Pioneer Food Co-op’s Soilmates program, and Rachael Carlson, who works with the Iowa City UNESCO City of Literature organization, planted the garden with the help of children who attended Children’s Day. 

Debbie Dunn, a library assistant in the Children’s Services Department, was also involved in organizing this effort. The Iowa City Public Library sees the garden as another hands-on opportunity to educate children about where their food comes from and how things grow.

High Hopes for New Cedar Rapids Library, Not So Much for Operating Funds

Excerpt: Yes, the new library — 11 percent larger than its flooded predecessor but seemingly much bigger, with a roof garden plaza, three walk-and-read treadmills, three fireplaces and a cafe with drive-up window — still will have plenty of printed books even as the rush from print books to electronic books is moving nearly as fast as workers can put on the finishing touches so the new library can open in August.

Cuz this is no way to fund a library.

According to the city manager’s budget proposal, the city will put $500,000 in revenue from the city’s local-option sales tax for flood recovery into the library construction budget, and the library board will take $500,000 in private donations intended for construction and use the money for the next budget year’s operation. In addition, the library will use unspent money from its current budget and the city will pay up to $112,000 from general city funds to provide technical maintenance help at the library.

On the plus side, the $49,000,000 will be paid for when it opens in August of this year.  That's right, $0 debt.

Excerpt: “I’d be highly surprised if the ‘e’ environment does nothing to us,” [Library Director Bob] Pasicznyuk said. “That would be odd. I think it’s just untenable that it’s not going to affect our business.”

Equally hard to imagine, he noted, is that the traditional paper book will vanish from the scene. “

It’s not just going from one to the other and, like, next year there are no (paper) books and we’re on ‘e,’” he said. “We’re in the middle of a transition and, in life, I’ve always found the transitional to be particularly challenging. “And that’s where we are.”

Groundbreaking Celebration @ the Cedar Rapids Public Library

But asbestos removal pushes back anticipated opening date to August 2013.

Excerpt: Initially, the city’s library board had estimated that the cost to remove asbestos as part of the site demolition would be $42,916 and that the new library would open in June 2013. 

However, a month ago, the library board approved the spending of an additional $1.3 million for the 
additional asbestos-removal costs, which now have climbed to a total of $1,766,014. A month ago, the library opening date was moved into from June to July 2013. 

Bob Pasicznyuk, the city’s library director, on Monday said the complications of asbestos removal have moved the library’s projected opening date back even further, to the end of August 2013. 

“It’s the time it took to prepare the site,” Pasicznyuk said. “Our asbestos removal has lasted that long. We’ve lost about 10 weeks. … It’s something we had to deal with. But we didn’t let it get us down.” 

Excavation at the new library site uncovered a large amount of asbestos-tainted debris from the Washington School built in 1855 and the Washington High School built in 1890, which once sat on the site.

Cedar Rapids Public Library enters next phase of construction project. (Cedar Rapids Gazette, 11/30/2011)

Excerpt: Before demolition can begin, everything that can be recycled from inside the former TrueNorth building will be removed from the site. Recycling and re-purposing materials earns the library project points towards the goal of platinum certification in the Leadership in Energy and Environmental Design (LEED) rating system. This means everything from doors to toilets to electrical fixtures will be recycled, with the goal to keep 90 percent of the materiel from the former TrueNorth building out of the landfill.

Demolition is anticipated to begin after the first of the year.

The library will host a community celebration in March to mark the beginning of the next phase of construction.

Excerpt:  Construction of the new library across from Greene Square Park in the 400 block of Fourth Avenue SE is expected to start Dec. 5. The library — a $49 million project when design, land, contents, contingency and other costs are factored in — is slated to open in June 2013.

Iowa City Public Library to Open Computer Access Site

Excerpt: If you’ve never been on the wrong side of the digital divide, it can be hard to get a good sense of how wide it really is — and getting wider all the time.

If your technological gripes tend to be along the lines of how much your high-speed internet costs, or how slow your outdated smartphone now seems — if you’re the type to brag/complain to your friends about how you can’t keep from checking from work e-mail on the weekends — this week’s public library announcement might not seem like such a big deal. It is.

A full 37 percent of lower-income households, and nearly half of adult Americans without a high school diploma don’t use the internet, according to a recent survey. Cost is one big barrier to internet use; lack of computer skills a second. For people living in poverty, the library is third only to work and school as the place to go for internet access and to work on critical computer literacy skills.

On Thursday, Oct. 6, the Iowa City Public Library will open a new remote computer access site at the Iowa City Police Department Substation in Pepperwood Plaza.

You won’t need a library card to use the machines, but you’ll be able to access the library’s online resources.

And check your kids grades on Powerschools, and pay your electric bill, and look for jobs, and post to Facebook — any number of the zillion-and-one things that have migrated to the internet, even though a good number of Americans in poverty still haven’t.

Excerpt:   A Newton man who didn’t return books to the public library for months has landed in jail.

Police say Christopher Anspach was charged with third-degree theft after failing to return items worth $770. He checked out 11 books and six CDs, including a box set, in January. He was charged after repeated efforts by the library, a collection agency and the city attorney to get him to return the items.

Anspach pleaded guilty Aug. 31 and was sentenced to 10 days in the Jasper County jail. He was released Sept. 8.

Excerpt: The new Cedar Rapids Public Library will offer options for children to improve their reading abilities. As members of the Cedar Rapids City Council PTA, we recognize that we have a responsibility to prepare the children of our community for the rest of their lives. The City Council PTA also understands the importance of educating all ages.

The Cedar Rapids Public Library is a way to create an encouraging environment for our children. The City PTA Council is supporting the new library by providing information to local school PTA units regarding a Penny Drive. Each school then has an opportunity to join in the campaign to fund the library.

Cedar Rapids seeks bid on new $49 million library. (Cedar Rapids Gazette, 8/24/2011)

Excerpt:    As the City Council prepared to approve plans and cost estimates for the new $49 million library on Tuesday evening, council member Don Karr had just a few more questions.

Karr told Library Director Bob Pasicznyuk he was still concerned that the size was too large for an era in which the use of electronic books is rapidly expanding. Karr also said he thought there was too much space for an auditorium.

In regard to parking, Karr said he thought that the facility, to be built across from Greene Square Park on Fourth Avenue SE, was going to depend too much on the Fourth Avenue Parkade, and he didn’t like the idea of parents and children using a “dark” parking ramp to get to the library.

Karr said the success of the temporary library site at Westdale Mall has worked well, in part, because patrons had a dedicated parking lot.

Pasicznyuk, along with Gary Streit, an attorney at Shuttleworth & Ingersoll PLC who is leading a fundraising drive for the library, told Karr and the City Council that the new library was “right-sized.

Maybe this is what Karr is worried about.

Cedar Rapids Circulation Continues Its Cliimb Back to Pre-Flood Numbers

Excerpt: When historic floodwaters washed out Cedar Rapids’ downtown public library in 2008, use plummeted and the library organization saw its circulation numbers drop more than 50 percent.

But the Cedar Rapids Public Library system — thanks to the growing popularity of its expanded Westdale Mall branch and a temporary facility on Third Street SE downtown — is making a comeback, according to a new report cataloging library use in the 2010-11 budget year.

The two locations combined for a total circulation of 810,115 items in the fiscal year that ended June 30, the report shows. Although that still trails the 1.14 million circulation tally counted in the 2007-08 budget year — before flooding wiped out the library’s old location on First Street SE — it’s edging nearer the pre-flood numbers and is 54 percent above circulation totals in the 2008-09 budget year, when use dropped to 524,719 items.

It’s also 15 percent above last year’s count of 703,636, according to the report.

New Website and Logo for Cedar Rapids Public Library

Excerpt: The opening of a new Cedar Rapids Public Library might be a couple of years out, but the excitement is starting now with the launch later this month of a new website and logo designed to resemble the future facility’s unique architecture.

“We wanted to create a brand and a logo that reflect a more modern library and relate to the building itself,” said library spokeswoman Amber Mussman.

As for the new website — which will debut along with the new logo on Aug. 19 — officials hope it will become a virtual library branch. With user-friendly portals allowing patrons to check out electronic materials, browse the stock and hold books, the new site will provide a glimpse into the upgrades and convenience of the future library, Mussman said.

Excerpt: Behind all that anticipation and excitement is a nagging issue that planners, city leaders and citizens must begin addressing. When a new library opens, the city’s library system will face a sizable gap in its operating budget. An operating shortfall loomed even before the flood hit. And once staffing is ramped up to pre-flood levels to run a new library, that problem will only grow. Library Director Bob Pasicznyuk says the annual operating gap will be in the neighborhood of $1 million.

Building a new facility without accounting for its ongoing operating costs is the sort of thing that raises the ire of taxpayers. Discussions on how best to cover the gap should begin now.

Iowa’s public libraries squeeze every nickel out of every state dollar

Iowa librarians stress need to maintain funding. (Cedar Rapids Gazette, 3/1/2011)

Excerpt: Iowa’s public libraries “squeeze every nickel out of every dollar” they get from the state Legislature, according to Dale Vande Haar, president of the Iowa Library Association.

“We’re quite good at that,” he said after a recent legislative hearing on a plan to streamline services to libraries. “We just don’t want to have any more dollars taken away because you can only squeeze so many nickels out of a dollar.”

Vande Haar and other librarians around the state realize they’ll have to squeeze harder because the governor’s proposed budget calls for a cut of about $600,000 from the current $3 million state appropriations for the State Library and Library Service Areas.

Iowa Department of Workforce Development Considers Shifting Workload to the State's Public Libraries

Excerpt: "We believe we can provide higher quality services more effectively," said Wahlert, who proposes shifting computers, software and other technology from the Workforce Development   offices to public libraries, where many jobless people search for jobs and write resumes.

Critics blasted the idea, saying it would hurt services to more than 100,000 unemployed Iowans. The state's unemployment rate has been at 6 percent or above for 19 months.

Sen. Bill Dotzler, D-Waterloo, and Rep. Kirsten Running-Marquardt, D-Cedar Rapids, called the plan disastrous.

"The governor is pulling out the rug on Iowans by reducing their access to key services by closing 39 Workforce Development offices, mostly in rural areas," Dotzler said.

"Instead of increasing access to employment services for workers and businesses, the governor's plan puts up more barriers for Iowans looking for a job and businesses trying to hire new workers," he said.

Dotzler added that public libraries have always been available to workers and the agency's proposal adds no new access. [Emphasis added.]

The proposal, of course, provides no additional resources for Iowa's 540 public libraries, which already, as State Librarian Mary Wegner points out, struggle with having enough hours, books, computers and staffing to meet the needs of people using the library.
