Part of the Indianapolis metro area, Hamilton County is Indiana's fastest-growing county.  Its population has increased 672% since 1960, compared to a 64% increase during the same period in Scott County, the state's unhealthiest county. Hamilton residents who are 25 years of age and older are more than 4 times as likely to have a bachelors degree than Scott County residents.

      Despite an influx of aid from the Centers for Disease Control, Indiana's Department of Health and groups such as the California-based AIDS Healthcare Foundation — which has brought new testing, treatment and outreach — officials know it won't be easy reversing underlying conditions of poverty, drug abuse and lack of resources that formed the tinder to HIV's match.
