The more we learn about H5N1, the more we understand that good biosecurity is a critically important path to containing the virus. Containing, and eliminating, the virus in our dairy cattle is essential — to protect the health of our herds and flocks, our farmers, our farmworkers, our families, and the rural economy they make possible.

Apparently, the AP doesn't understood the word 'disingenuous'.

The federal government will seek “better ways, with biosecurity and medication and so on” rather than the current standard practice of destroying all the birds on a farm when an infection is detected, Kevin Hassett, director of the National Economic Council, said Sunday on the CBS program “Face the Nation.”

Biosecurity of not, once chickens or any other livestock are infected, the entire flock or herd or drove needs to be depopulated.
