Located in northeast Wisconsin, the district comprises part of central Brown County, including the villages of Ashwaubenon and Allouez, and parts of the city of Green Bay and the village of Howard.
The inclusion of Green Bay neighborhoods in this mostly suburban district is an example of 'cracking', the gerrymandering practice of drawing electoral districts that divide the population of a community or of a constituency across several districts. In this case, the GOP employed this tactic to dilute the influence of Green Bay residents who tend to vote Democratic. Or the more liberal candidate, as they did in the 2023 State Supreme Court election.
The district has been represented by election denier (paragraph 40) Dave Steffen (R-Howard) since January 2015.
