The BOW counties have the highest number of voters behind Milwaukee, Dane and Waukesha counties, so it will be imperative for the GOP to pick candidates that appeal to the average Wisconsin voter if they want to regain their edge on the region, Shober said.
Spring elections typically get half the voter turnout of a general election. Even so, Republican voters in the BOW counties had a significant drop in turnout this April. In Outagamie County, there were 11,000 fewer Democrat voters in April than in November, but there were nearly 20,000 fewer Republican voters.
"GOP voters did not turn out anywhere like their democratic counterparts in Outagamie, Brown or Winnebago County," Shober said.
Shober contributes the significant drop in Republican voters to lack of enthusiasm for the Supreme Court race as well as Kelly's uninspiring campaign that didn't have any significant issues to galvanize support around.
