At what point in 2016 did Milwaukee Co. Sheriff David Clarke use up his vacation time

And start taking leave without pay.

(emphasis added}

Clarke was appointed in March 2002 by Gov. Scott McCallum and then elected to his first full term in office that fall.

34 different groups?

I don't have a list of who these group are and where Clarke spoke, but, for the sake of his exercise, let's say that each invitation involves 1 day away from work.

34 days gives Clarke nearly 7 weeks away from his regular duties as sheriff.  Big chunka time.

I don't find any langauge in the handbook related to outside income.
