Governor Walker's WiscNet Veto: What Does It Mean?


I emailed the following question to Bob Bocher yesterday:  What does veto 19 mean in plain English?

Here's his response from a few minutes ago:

I’m at the ALA conf and am waiting for an analysis from the UW. I hope it just means that Jt Finance cannot remove the July 1, 2013 sunset and that it will take full legislative action. But the gov. veto message sounds stronger. I’ll let you know what I hear and would appreciate any info you guys get. (I’ll not be back in town until Wed.)  [Emphasis added.]
