Challenges in transferring patients out of smaller hospitals and into urban-based health care facilities for a higher level of care have plagued rural health officials since the coronavirus pandemic led to significant workforce shortages. 
Nurses and other health care staff faced extreme challenges during the pandemic, a major driver in the exodus from traditional hospital jobs. Many nurses and other medical staff signed on with travel agencies that offered higher pay and incentives, but many others left the workforce entirely. 
Iowa's health care and social assistance sector lost more workers than any other part of the labor market in early 2020, according to the U.S. Bureau of Labor Statistics
