The five-story, 79-unit project put forward by Steve Brown Apartments, a Madison-based developer and property manager, comes more than three years after the commission twice rejected Core Spaces’ efforts to construct a seven-story housing tower with luxury amenities, including a rooftop pool and hot tub, at the site.
