Most of the cost will be used for infrastructure and mechanical systems, especially lighting. The exterior signs will change, and access to the drive-through and drop-off areas may be improved.
"Most of it will be on the inside to bring it up to the 21st-century systems and technology," Shaffer said.
For years, residents and library officials have debated how to improve the 50-year-old building, including a failed 2004 bond issue for a new library.
Several studies in the past decade indicate that the mechanical systems in the 135,000-square-foot library are inadequate, dated and in need of replacement.
