I share this story because, while reading it, I was reminded of a series of conversations I had with Oshkosh friends in the late 1970s and early 1980s.  One member of this close-knit group had an older brother who was a member of the Milwaukee Police Department, and he rarely had anything good to say about the department's aggressive approach to policing and his brother's enthusiastic embrace of it.
