According to the Washington Post, the best place to raise a family in Mississippi is Smith County

 
Which has lost of 27% of its population since its 1940 peak of 19,403.  So yeah, availability.

And its only medical facility, the Smith County Emergency Hospital, does not offer obstetric services. For this, patients need to travel 47 minutes (39 miles) to the South Central Regional Medical Center in Laurel.

And it's very Trumpy.  Moreover, like most majority-white Mississippi counties, it has a long and ugly history of racism.
