The Southern Company’s power plant in Kemper County, Mississippi, was supposed to prove that there could be “clean coal” by capturing and storing the carbon dioxide emissions that cause global warming. But the plant is two years behind schedule, $4 billion over its $2.4 billion budget and plagued by construction problems.
