Trump always finds new ways to humiliate people. In this case, it's as if he's saying, "Well, little Scottie, we know you can't do this kind of stuff on your own, so we'll help you out for once."
Makes you wonder if the other 32 GOP governors now expect a very happy surprise of their own very soon.
Walker seems to sense this slight.
