The board hired Gibbs in January 2023, when the majority backed by Ottawa Impact [a group of foaming-at-the-mouth MAGA conservatives] took over. One of their first actions was to fire the current county administrator and hire Gibbs immediately. The county then had to pay the previous administrator a severance package of over $270,000.
