The forum, organized by the New Hampshire Union Leader, along with the Charleston Post and Courier and the Cedar Rapids Gazette, was formed after complaints from Republicans in the early voting states of New Hampshire, Iowa and South Carolina over criteria for participation in a Fox News' Republican presidential debate.
At this point in the campaign, there's just one very small group of voters that candidates care about. Those with very deep pockets.

The intensifying reliance on big money in politics mirrors the concentration of American wealth more broadly. In an era when a tiny fraction of the country’s population has accumulated a huge proportion of its wealth, the rich have also been empowered by the Supreme Court’s Citizens United decision and other regulatory changes to spend more on elections.
