Lawyers representing the Legislature filed a notice of appeal with the Waukesha-based appeals court Tuesday and could also ask the court to stay Frost’s most recent ruling on Act 10 — meaning any potential to restore rights to public-sector unions might be paused until the case makes it through legal proceedings — although that stay request has not yet been filed.
The Waukesha-based appellate court has been seen by many to slant right. Three of the four members of the Second District Court of Appeals are conservative.
