A Democratic candidate for president has won McPherson County just twice, in 1928 and 1932.

He said the refuge, which includes about 7,600 acres of grasslands, is situated six miles west of Leola, S.D., in McPherson,County, and will be named for Samuel H. Ordway Jr., a New York City lawyer, ecologist and author, who died in 1971. 
Mr. Ordway was a founder and is a former president of the Washington‐based Conservation Foundation, which “conducts research, education and information programs to develop knowledge and improve techniques to stumulate the public and private decision‐makers, and action to improve the quality, of the environment.”
