Think about it. If the accepted norm for housing costs is 30% of gross income, a single person earning $12,060 would need to limit his monthly housing expenditures to $278. No surprise we have a growing homeless population. More specifically, where is a family of 3 at the poverty level going to find a livable 2-bedroom apartment in Madison for $510/month?
