Trump won the Presidency while pledging to wall America off from the world;  
He reportedly did not consult the E.U. before announcing his restrictions, a churlish decision that will do nothing to ease European leaders’ exasperation with him. On this, as on so much else in his foreign policy, Trump’s needless provocations have undermined U.S. security; it is absurd to suggest that the United States can contain this pandemic behind its own borders without extensive help from allies in Europe, Asia, and Latin America.
