On the Agenda for the Dane County City-County Liaison Committee Meeting, Monday, July 21

Full agenda available here.

Here's the background.

Madison, Dane County considering moves to end homeless sleeping outside the City-County Building.  (Wisconsin State Journal, 7/18/2014)

A proposal to disperse the homeless.   Madison and Dane County are considering a move that would give police authority to stop the homeless from sleeping outside the City-County Building’s main entrance and address inappropriate behaviors there.

But a leading advocate for the homeless is questioning where people are supposed to go.

My take.  Based on one of the 6 principles set forth in the document, Understanding the Challenge of Homelessness and Public Land, I don't consider repositioning tresspassing signs to be a problem-solving approach.

OK, so "no trespassing" signs don't qualify as physical barriers, but the intent is the same: to keep a certain group of people away from a particular area.

Welcome to Todd Grayson's Alice-in-Wonderland World

This is what happens when people don't pay attention.

Your local government may be taken away from you.

ALEC goes local.  (Governing, June 2014)

I wonder what city department heads and other staff members, as well as the members of the various boards and commissions have to say about being, in essence, referred to as  'nobodies'? \

It appears to me that someone is too lazy, to too inconvenienced, to tap into valuable and varied resources to be found at the local level.

The ALEC model of meddling with state government has resulted in abominable legislation, much of tramping on local control.  It would be a tragedy to see this top-down, mind-my-business-or-else mentality worm its way into the operations of municipal councils and village boards..

Yes, the key word is "lockstep'.   A review of 2011-2012 voting records by a University of Wisconsin academic demonstrates that many Wisconsin legislators are marching in lockstep with the American Legislative Exchange Council (ALEC). Sixty-one Wisconsin politicians -- or 46 percent of the legislature -- voted with the ALEC agenda one hundred percent of the time.

Who’s Really Behind Recent Republican Legislation in Wisconsin and Elsewhere? (Hint: It Didn’t Start Here).  (Scholar as Citizen, 3/15/2011)

Paying attention. The most important group, I’m pretty sure, is the American Legislative Exchange Council (ALEC), which was founded in 1973 by Henry Hyde, Lou Barnett, and (surprise, surprise) Paul Weyrich. Its goal for the past forty years has been to draft “model bills” that conservative legislators can introduce in the 50 states.

27,000 people, some as old as 85, get MATC recruiting letter targeting recent high school grads.  (Wisconsin State Journal, 7/18/2014)

Marketing gone wrong.  In all they sent out 27,000 of the letters and started hearing back soon from people long removed from high school who obviously should not have been on the list, she said. Recipients they've heard from range from age 35 to 85 and all reside within the district's enrollment area. Saffran said the vendor [InfoGroup] told the college that some 2014 high school graduates -- the intended targets -- also received the letter but she hasn't been able to verify it as of Friday afternoon.

It's Not a Pretty Picture for Kansas Governor Sam Brownback

GOP governor implements GOP economics, disaster ensues. (Washington Post, 7/16/2014)

How to create a debacle in 3 easy steps.   In many ways, Brownback’s term has been a perfect experiment in Republican governance.
  • Take a crusading conservative governor,
  • give him a legislature with Republican super-majorities so he can do pretty much whatever he wants, and
  • let him implement the right’s wish list.
The result was supposed to be a nirvana of economic growth and budgetary stability. But the opposite happened.

And according to the latest poll of the Kansas governor's race, it looks as though voters are going to make him pay the price.

Once Upon a Time in Atlantic City

Atlantic City Strives to Rise as Casinos Fail.  (The New York Times, 7/14/2014)

Baby, gonna shut you down.  Since January, four of the city’s 12 casinos announced plans to shut down if they failed to find buyers. In the latest blow, workers at Trump Plaza Hotel and Casino received notices on Monday that the white-towered complex with the bright red letters was expected to lock its doors as soon as Sept. 16. The Atlantic Club is already closed, and Showboat and Revel would close in late summer. The four represent 25 percent of the city’s casino work force: more than 8,000 jobs that could be lost, according to union leaders.

Expect a 30% poverty rate, compared to New Jersey's overall rate of 10%, to increase substantially.

8-inch Worms Infest UW Arboretum Soil

Asian crazy worms invade Madison. (Wisconsin State Journal, 7/16/2014)

Another Asian export, just like the emerald ash borer.  The eight-inchers come with a ravenous appetite and an advanced ability to reproduce, reaching maturity in just two months and creating offspring without mating. When infestations happen, the worms devour nutrient-rich soil at the forest floor. Erosion sets in, making it harder for native plants to survive. In their place, pesky invasive plants can grow.

The worm is called “crazy” because it flops and wriggles vigorously when handled.

Door County Hail "A Storm That Left Its Mark:"

Hail storm causes "complete damage" in Sevastopol.  (Door County Advocate, 7/15/2014)

Pummeled.    Hail that Stasiak estimated at 1½ to 2 inches wide pummeled cherry trees, grapevines, winter wheat and corn crops just after 10 p.m. A Door County Sheriff's deputy took a picture of hail piled 3-4 inches deep on West Dunn Road, resembling a scene from a winter snowstorm.

Whenever I read or hear a weather forecast that includes the phrase

Severe thunderstorms capable of producing
damaging winds and large hail

I worry about damage to the many perennials in our yard and consider the many hours of work that has gone into this makeover since 1987.

We've been lucky.

Only once in 27 years have we experienced any severe hail damage.

A Headbanger's Headache.  (The New York Times, 7/11/2014)

I've never been a fan of heavy metal.    Doctors drained the fluid from his brain (it took six days of hospitalization after the surgery), and the man recovered completely. The case report appeared in The Lancet.

But, hey, maybe I need to add a qualification here, based on Wikipedia's description of the English band UFO.

...a transitional group between early hard rock and heavy metal and the New Wave of British Heavy Metal.

Phenomenon (review offered with serious reservations), released in 1974, remains one of my favorite albums.  I'd call this release more hard rock than heavy metal.

The appropriate cut to share.
