The structure in place to care for seniors and others in a rural county is of critical importance to Lincoln County Hospital CEO Steve Granzow. Lincoln County, with a population of about 3,000 people, he said, faces the typical challenges of rural areas. It does, however, have a good infrastructure with support for the elderly, including a Meals on Wheels component, a long-term care facility and transportation options, he said.

Granzow serves on a task force that includes others focused on health in the county, and the members have been working to identify needs and coordinate care.

Both long-term care and in-home support services are critical in Lincoln. The city’s leaders currently are working to support the long-term care facility in their town, including efforts to make management more local. An out-of-state owner currently manages the facility, which is owned by the county. It’s a resource they don’t want to lose, he said.

“If we can’t care for them here, then they may have to put them in a home 30, 50, 60 miles away,” Slabach said. “They don’t have that old safety net that they had before because it makes it more difficult for family to visit on a regular basis.”

When we look at the counties with the steepest population losses, we find some fairly extraordinary figures. Issaquena County, Mississippi, for example, lost 90% of its population from 1890 to 2015. But then again, it only had 12,000 people in 1890 anyways. Jewell County, Kansas lost 85% of its residents, but again, under 20,000 people. These are small potatoes.

Scott Walker's shameful legacy (Giving children with complex mental health needs the shaft edition)

Why Is Wisconsin Sending Hundreds Of Children Out Of State For Mental Health Care? (WisCONTEXT, 5/15/2019)

Many of the children from Rock County requiring complex care have been sent to Youth Villages near Memphis. While Horozewski is satisfied with the care they've received there, he said the sheer distance children are being sent from their homes in Wisconsin can create a barrier for lasting change.

"They're very disconnected," Horozewksi said, whether it be from their families or from local treatment and transition services.

"It's hard to transition kids back to the community when they're so far away," he said.

Madison's State Street is losing its Gap store. (Wisconsin State Journal, 5/15/2019)

The company announced in February that it was closing 230 of its stores over the next two years, with half of those closings coming this year. According to Business Insider, the retailer saw sales fall over the holidays by 7%.

The first Gap store opened on Ocean Avenue in San Francisco in 1969.
